I don't know what the issue is with yours, mine work great. . .. just perfect to keep the backside from getting sweaty.
You could easily upgrade though, pull the fan out and look up the specs for it. Then just find a similar model (I assume 12V) that is larger/high cfm. There are many computer fans that are 12V, I used to use them for audio equipment all the time.

I think there is a TSB out there for the seat cooling issue. Something about reprograming so the fan runs at a higher speed to cool the seats.

The ford fans don't work well period. I have had mine adjusted to run at the higher speeds, but as some others have posted after 20 or minutes its doesn't do much. Part of the problem its a fan pulling from below the seat and will pull air at whatever the temperature is at under seat. Other manufacturers have it done right where the cooled/ventilated seat is actually part of the a/c. I guess I should have spent the extra 20k to get them
