95 f150 no spark

I just bought this 95 f150, 4.9l, 5 sp
it has no spark
I was using a haynes manual to troubleshoot
I had the ICM tested and it's ok
it said to pull the plug from the ign control module and check the voltages on pins 2 and 3, 11.5 volts,in run position, then disconnect S wire and check voltage on pin 4, I have no voltage on pin 4 in run or start position.

I also put a test light on the white coil wire and get a light, it is supposed to flash when trying to start the engine, it does not flash, just stays on constant.

I should also mention, it looks as if someone has put in a new distributer, coil, ICM, plugs, wires, the works. the only thing not new is the ballast resistor or whatever the little round thing is under the coil(looks like a fat AA battery).

thanks for the help, I'm really lost here.

ok, i'm less confused but still no start

ok, so I was looking at half the wrong info in the haynes manual, I skipped a page.

I'll have to do some other tests tomorrow, as I did the wrong ones today. no wonder I was so confused.

any thoughts though will be greatly appreciated
thanks

I had a problem like that in my 88 4x4 5spd, it came up to be the yellow wire that goes into the relay on the drivers side by the test connector. It was all corroded and it was falling apart. The truck wouldn't spark and the fuel pump wouldn't prime. Not sure if that will help or not.
