if the fuel system is in good shape it should be no problem to get 250 hp and somewere close to 500 ftlbs torque buy adding a turbocharger to the engine, and your fuel economy depends on how much you turn up the injetion pump or how much you stick your foot into it. but dont turn your injection pump up unless you buy a pyrometer!!! cause to much fuel can melt the engine.

The factory turbo 7.3s are rated at 190 hp at 3000rpm and 385ftlbs at 1400rpm and the naturaly asperated are 338ftlbs 88-92 and 358ftlbs 92.5 and up and 185hp all years these numbers are striaght from the ford turbo update manual. Also the N/A motors losses 3% hp for every 1,000 feet ellivation above sea level where the turbo'd engines maintain 190hp at ellivation. 500ftlbs is achiveable with the ATS turbo kit or the ATS down pipe upgrade on the factory turbo and some IP tuning.

So if a person was buying, Pump and Injectors, ordering a 92.5 up would be the choice... Regardless of what year you have (Turbo or NA)?
Of course if it's a NA just turn it down a bit if needed. (until ya wise up and get a turbo)
I realize bigger is not always better, thats why I ask.

If you have the Na just go with the E code injectors and matching pump. the only diffrence I'm aware of in the stock injectrs is the crack presure and the pumps are calibrated to work with that crack pressure. also i belive the advance curves varie in the diffrent calibrations. I wouldn't run the Turbo pump on the N/A motor since it has an advance and fule curve disigned for A turboed engine. If I were building a hot N/A motor I might run G code injectors with the 93 IP and turn the timming up a bit to match the injectors.
Of coures if you needed injectors and a pump and were definatly going to get a turbo in the near future then you could detune the turbo pump to work with the N/A motor.
