hard to start

My wife,s father has a 91 Ranger XLT--4 cylinder that is hard to start. I found a TSB on this truck, it is for a cold start procedure. The article is just a summary and doesn,t list the procedure. Does anyone know the procedure? thanks

hard to start

[updated:LAST EDITED ON 26-Apr-02 AT 05:29 PM (EST)]My '89 ranger is getting hard to start also. It has the 2.3l. Hit the key once, it sputters and kinda runs (like its not getting fuel). Turn it off and hit the key again and it runs perfectly. Over the past 3 years I've had this truck I've replaced: EGR, TPS, O2 Sensors... before I bought the truck the PO had the ignition computer replaced along with the crank sensor. Anyone have any suggestions?

Also, the fuel mileage has been getting worse. I was getting 300 miles a tank in 99, and I'm doing good to get 250 now. Granted, it does have 150k on it but...
