first check for B+ on the brown clutch wire at the T/C when the switch is in 4hi,
if no,
find fault, fix,
it will not engage front drive if there is no power at this point.
If yes,
check if T/C shift motor works when you press the 4low,this changes the ratio.
if no,
rebuild the motor, rear/drivers side of the T/C
if no,
find fault, fix,
