Do you have an air bag light flashing? Does the horn still work? If the answers are yes and no, you have a bad clockspring. Does the speedo work correctly? The cruise control is controlled by a speed sensor in the top of the differential, so it's possible that you've got a loose wire somewhere preventing it from working. If it's an aftermarket system then you'll need to crawl under the van and solder all the connections where there are butt connectors. This is a common mistake made by dealerships that install the aftermarket systems to please their customers. Water gets into the connectors and corrodes the wires and connector resulting in loss of contact.

When my crusie went out in my 1992 E150 it turned out to be the buttons in the steering wheel had worn out. To replace you disconnect the battery and let it sit for a while to de-energize the air bag. I let mine sit overnight. Remove the air bag and the buttons are right below. Prior to remaoval, there is a diagnostic procedure to figure out whether the buttons are bad. You can find it in the factory manual. In order to run through the procedure you have to disconnect a harness thats below the master cylinder and jump pins in the connector checking for continuity and/or voltage between various pins. I broke the plastic connector lock on mine, now the connector is held together with a plastic quick tie.

Check the brake position switch. If the contacts are stuck closed it will keep the system from working. There is also a normally closed brake pressure switch on the front of your master cylinder that is supposed to open and deactivate the system under heavy braking if the brake position sensor fails.

Most of the time a cruise control stops working because the buttons wear out. The more often you use your cruise control, the more likely the buttons willl be shot. There is a 10 step procedure you run through, we got up to 9 or 10 before we caught the failure.

Control Button Diagnosis
One other thing to check is where the cruise cable attaches with the throttle cable on top of the engine. The connector on mine broke so I latched it down with a quick-tie rather than replace the whole cable. That was 30,000 miles ago.
Here is the diagosis procedure as promised.
A1 VISUAL CHECK
Perform visual check.
GO to «A2».
A2 SETUP
Disconnect harness connector from the servo assembly.
Use Rotunda Digital Volt Ohmmeter 014-00407, or equivalent, to make the specified measurements at the harness connector.
GO to «A3».
A3 VERIFY THERE IS POWER TO SERVO
With the ignition switch in RUN, measure voltage between Pin 7 (B+, Circuit 296) and Pin 10 (GND, Circuit 131).
Battery voltage (12v nom.)
Module has power, GO to «A4».
Open circuit (0 volts)
No power, GO to «B1» .
A4 CHECK FOR STUCK BRAKE SWITCH
With no brakes applied, measure the voltage between Pin 4 (BRK, Circuit 511) and Pin 10 (GND, Circuit 131).
Open circuit (0 volts)
Switch is not stuck on, GO to «A5».
Battery voltage (12v nom.)
Switch is stuck on, REPLACE brake switch.
A5 CHECK BRAKE/CLUTCH CIRCUIT
With the ignition switch in OFF position, measure the resistance between Pin 4 (BRK, Circuit 511) and Pin 10 (GND, Circuit 131).
<20 ohms
Brake input Circuit OK, GO to «A6».
>20 ohms
Brake light bulbs blown or brake circuit open, SERVICE circuit including clutch switch.

No
No power from Deactivator, GO to «C1» .
A7 CHECK FOR STUCK ON SWITCH
With no steering wheel switches depressed, measure the voltage between Pin 5 (COMMAND, Circuit 151) and Pin 10 (GND, Circuit 131).
Open circuit (0 volts)
"ON" switch not stuck, GO to «A8».
Battery voltage (12v nom.)
REPLACE switch.
A8 CHECK ON SWITCH OPERATION
With ignition switch in OFF position with steering wheel ON switch depressed, measure voltage between Pin 5 (COMMAND, Circuit 151) and Pin 10 (GND, Circuit 131).
Battery voltage (12v nom.)
ON switch OK, GO to «A9».
Open circuit (0 volts)
"ON" switch not functioning GO to «D1» .
A9 CHECK FOR STUCK COMMAND SWITCHES
With ignition switch in OFF position and with no steering wheel switches depressed, measure the resistance between Pin 5 (COMMAND, Circuit 151) and Pin 6 (COMMAND RTN, Circuit 133).
>3k ohms
No stuck switches, GO to «A10».
<3k ohms
One of the command switches is stuck, REPLACE switch.
A10 CHECK SET/ACCEL SWITCH OPERATION
With ignition switch in OFF position and with the SET/ACCEL switch depressed, measure the resistance between Pin 5 (COMMAND, Circuit 151) and Pin 6 (COMMAND RTN, Circuit 133).
Approx 680 ohms
Switch is OK, GO to «A11».
<640 or >720 ohms
Switch not functioning, REPLACE switch.
A11 VERIFY SPEED SIGNAL
Operate vehicle by raising the rear wheels. Set speed at 30 MPH. Use an AC voltmeter to measure the voltage between Pin 3 (SPEED SIG, Circuit 130) and Pin 10 (GND, Circuit 131).
4-5 volts
Speed signal OK, GO to «A12».
No reading
SERVICE Programmable Speedometer/Odometer, GO to «Section 13-02A», Speedometer/Odometer.
A12 CHECK FOR BROKEN OR BOUND ACTUATOR CABLE
Remove actuator cable from servo assembly, check for broken cable by pulling on cable and noting throttle movement.
Cable is OK
REPLACE servo assembly.
Binding or broken cable
SERVICE cable.
