Are you running a electric fuel pump ?

You only need 2-4 psi, electric pumps put out more than this forcing fuel past the float valve

I had to fit a pressure regulator in line

First thing you would need to check is the float level. Since
you had a hard time starting it before, the rebuilder may have it
set to high.
