Shell "aims" to build coal-to-fuel plant in Montana
I cannot post the new/whole story for various reasons, but apparently Shell "aims" to build a CTL (coal to liquid) plant.

It's not completely accurate, but for the major points it seems to check out. Pretty interesting stuff (including the politics involved). Will update once it's officially news.
