2.3L flooding

My g/f has a 87 tempo with the 2.3L CFI. The car floods itself so bad when cranking that it won't even start. It also floods itself out when idling sometimes. This condition comes and goes so it is difficult to diagnose. We hooked a vacuum pump to the MAP sensor and the injector would quit flooding when we pumped it up to about 10 inches Hg. The port on the manifold where the MAP is connected to is only pulling about 3 inches when cranking. The car pulls 15 inches Hg when it is running. I tried replacing the MAP sensor and it didn't fix the problem. I disconnected the battery for a few minutes the other day, but I read somewhere that you have to disconnect it for 10 minutes or so before the computer will reset itself. The car runs pretty good other than this flooding issue so I would like to get it figured out. Any ideas??

P.S. I looked all over the net before posting here and it seems like everybody here is the most knowledgeable so that is why I'm asking car questions in a truck forum.
