All requirements for a diesel to run have been met. It should run.
Unless some of the fuel lines have air in them from the filter change and the pressure is low at the injectors still.

If the engine is internally good, it has to be air base on your description. Sometimes air removal takes more patience then we're use to. Loosen the 3/4" nut at the injectors a quarter of a turn, turn the engine over until you're satisfied it's straight fuel then tighten and try again. Once it starts, if it's missing some, go back and open the nuts again one at a time to clear out the last bit of air. You'll hear the difference.

On a 3206 there was a fuel transfer pump on the left front of the block that would pump about 30 psi to injector pump. If the o rings failed the engine may idle but would not pull at 0 psi. Seems like they would take a couple days to fail completly. Presure could be checked at a plug near the primer at fuel filter.

check to make sure the right fuel filter was put on. we had an 8000 with the same motor a few years ago that our service company put on the wrong filter. they had started it up and checked for leaks then shut it off. the next morning we fired it up, ran fine until it used up the fuel in the filter and lines then died and refused to start. it took a few hours to figure out the problem because the filter screwed on and looked like the right one, until we checked the number. by the way, we no longer have that service company doing our maint. good luck.

There was also a problem with the injection pump breaking the internal shutoff. If I remember right there is an electric solenoid on the pump that works the shutoff, make sure that is working first. It is firing on ether because that is the fuel as long as you spray it in the intake, but be careful using that stuff, it WILL wash the cylinders and make the wrong things happen.

I worked for a large power company and we had several trucks with 3208 cats. This a commom problem, real often. Its the retangular/square glass water seperator, should be on the passenger side firewall.replace it,put a little grease aroung the o-rings a snap the clamp back on.you will have to prime it with the primer pump, and you will have to get someone too turn it over while you bleed the injectors, even if it runs it will be rough until you bleed each injector, what a pain. There not self bleeding at all, waynebo
