97' F250 HD overdrive light flashing?

The OD light flashing indicates a transmission DTC (diagnostic trouble code) has been set. It will flash continuously so counting is of no reference.
Shifting hard is what the transmission does when in "failure management mode". It raises the line pressure to max in an effort to lock the clutches up as hard as possible to reduce slip. The hard shift is a byproduct of that.
There is no way of knowing what is wrong until you read the codes. It could be as simple as a bad speed sensor or as expensive as a major internal problem requiring an overhaul.
Most '97 F250s will have an 4R100W (E4OD) but there are a few around that have the 4R70W (AODE) in them.

It could be a random thing. That happens sometimes. A shop will typically verify by clearing it and driving it again to see if it returns.
Each DTC has a certain set of conditions that must be met before it will set. So depending on the code and the required conditions it may come back right away or take a while. You can clear the codes by disconnecting the battery for a few minutes.
If the cruise is behaving strangely, then it could be a speed sensor problem. You need to see what the code is.
Oh, and any diesel in recent truck will have a 4R100W (E4OD) in it.
