instrument cluster light not working

You have a short circuit in the instrument illumination circuit. Quit putting in oversize fuses, otherwise you will let the magic smoke out of the wires that the fuse is protecting.
Unless you know of some recent work (radio install, for example) to investigate, finding a short circuit will be a PITA even if you know what you're doing and have the right test gear. If you don;t know what you're dog and don;t have the right gear, your only realistic choices are a visual examination for wiring faults (bare wires touching ground or a wire under a screw or something similar) followed by taking it to someone who is properly equipped.
The wire for the cluster illumination circuit output from the dimmer control should be light blue with a red tracer.
