Question Installing Tie-down Track

I have a '08 F350 Super Duty w/8' bed. Bought it used and it has a drop in liner and rail covers. I doubt the liner is strong enough to hold the tie-down track but I'm not sure of the box construction to drill into the steel. Ihe box sidewall double or will I drill through to the outside panel first? It feels like it's double walled but I want to be positive. Email would be welcome:
