new to HIDs, need a lil help

i just bought an 01 Exc it has what i guess are hid headlights in it, but when i try to use the hi beams they turn off,
1. i read that some hids dont use a hibeam?
2. will my truck pass nys inspection without hibeams?
3. is there something wrong with them?
4. can i go back to stock headlights?

There is nothing wrong with your lights. Most HID systems do not use the high-beams, of if they do it is a separate filament or bulb configuration.

Your photo is of the ballasts that fire the bulbs. They are high draw on start then much less so after they are on.

I can't speak to the inspection in NY. Likely no impact, however technically HID lamps in a housing not designed for them is a violation. These days not much enforced because HID lighting is pretty common, but it can be. The issue is glare. Trick is to carefully aim the lamps so as to not blind on-coming drivers. If you get flashed a lot on the road, adjust the lamps down a few turns.
