Have you read where the device is connected?
It is to the Intake Air Temp plug (IAT).
The only thing this does is have an effect on timing and possibly fuel by placing different fixed resistances in place of the sensor.
This does not reprogram the ECU in any way.
It's only an input resistance signal same as the CHT and some other sensors..
The chip likely is a resistance network who's values you might be able to select with a switch.
I won't say it will not do anything but this is what to expect it might do.

True "chips" are only used on pre-OBDII vehicles, Fords that had the service port on the ECM, GMs actually required changing of the eprom back in the day. OBDII vehicles need to be flashed with a tuner, anything else is bullsh**. The same goes for intake spacers, tornados, luke warm air intakes, hot air intakes(true cai pulls air from outside) and anything else you can buy from the chromeformance section at Autozone/EBay.
