Expy brake problems

Expy brake problems

I have our Expedition EL 2009 in for problems with the brakes. When I put it in reverse the brake pedal went nearly to the floor. I had to pump the pedal a bit to get some brakes. The service man at Ford said the breaks had been over heated. He recommended heavy duty brakes be installed(I told him we tow a travel trailer) and the rotors be cut.

The max towing capacity of the Expy is ~8500 #

We are moving to Florida from Nebraska and will need to tow the trailer down there.This brake thing has me worried.
Does it seem that that the Expy is under rated for this combination?
