Steering shake

Steering shake
Hey guys I need some help. My wife has a 2001 Explorer 4 wheel drive. I replaced the brakes all around tonight. New rotors and pads front and back. Other than having to beat the living crap out of the rear rotors to get them off, everything went as normal. Got everything back together and cleaned up and pulled it out of the garage and when I turned the wheel to pull out of the driveway and the steering wheel shakes when I turn it. Happens when turning both ways. One I pulled out and got up to speed it was fine. It didn't happen again until I was at a stop and turned the wheel. One I pulled out it was fine. Could this be anything with the pwr steering? any help would be appericated.

Thanks guy But I figured out that I some how got air in the pwr steering line. I popped the cap and cranked it all the way left, hold, then crank all the way right and hold. returned to center and filled up the pwr steering fluid. smooth as silk now. I guess where the fluid level was low and it was jacked up it was enough of an angle to get an air bubble. And yes It was only being felt in the steering wheel and not when moving only when sitting still. As soon as I would start to move it would smooth out.
