Since you didn't specify front or rear, standard or electronic controls, I'll assume front with standard controls. In that event, the light blue/pink wire going to the motor should have 12 volts to ground (black wire same connector) when the key is on. If it doesn't either fuse #5 under the dash is blown, or there is a break in the wiring. If you have the 12 volts, then either the motor or the temperature switch is bad.

Okay, the Electronic Automatic Temperature Control (EATC) system is a different animal altogether so forget what I wrote earlier. The 8-wire blend door motor connector has a Orange and then a Dark Blue/Light Green wire in it. Those are the two wires that power the motor. The polarity reverses depending on if you're looking for heat or cooling.

Does the display on the EATC unit in the dash work properly and light up?

The problem cannot be the Dorman motor if no power is reaching it. There has to be a break in the circuit. That's the only thing that will give both the B1249 code and no power to the motor.

I'm having the same problem with the same set-up (99 EB 5.4). Did you get this resolved? My actuator was working right after the heater core replacement, but not properly. I pulled it and found it had a nice coating of coolant from the core leak. I just bought the dorman replacement and plugged it in to test it and nothing happened. Any suggestions would be appreciated.
