Everlast Taillights!!

I've got a lighting issue that I cannot pinpoint. My taillights decided that they didn't want to turn off all the way one night when it was raining. I turned them off when I got to school last week sometime and when I got out of class the rain either shorted the lights so they stay on permanently or I've got a different issue. I've already taken the light switch out and disconnected the brake light switch and the lights are still on.

What could be the next possible issue? I'm hoping I don't have to try and rewire the rear end to fix the problem.

May be in the turn signal switch in the steering column, shorted thur the turn signals.
